Through this project, regional leaders are invited to take a diploma course offered by a university in Valle del Cauca, which seeks to qualify participants in their capacities and values as human beings, in their competences and abilities to perform an effective, collaborative and democratic community leadership.

To date, 32 leaders have been certified and three projects have been endorsed by Providencia after being evaluated based on criteria of formulation, appropriateness for the community, financial viability, sustainability and implementation capacity.
